To deliver positive social impacts, our social value for the East Leeds Orbital Route focuses on social, economic and environmental well-being. We are committed to delivering social value outcomes to create a strong, sustainable economy and help Leeds to become the best city in the UK.
Supporting local businesses and communities
Our target is a minimum of 75% local supplier and SME spend, 2% local social enterprises spend and 0.5% Spend with Female, BAME or ex-military personnel owned suppliers. We will also support local SMEs to upskill and enable them to tender for and deliver packages of work on ELOR through ‘Meet the Buyer’ events.
Providing local employment and skills opportunities
Working with Balfour Beatty, our sub-contractors and our key stakeholders such as Job Centre Plus, Prince’s Trust and local colleges, we have set targets across the third phase of ELOR. These include a minimum of 60% local labour, 26 new starters, 16 apprentices, 20 schools engaged, 100+ volunteer days, one charitable event per year and a minimum Considerate Constructors score of 45/50. We have collaborated with our sub-contractors to ensure the social value from this project supersedes previous targets.
Working with our communities
During Phase 3 of ELOR we will be working with our local communities to look at where we can add sustainable value. This will ensure the scheme leaves a lasting legacy both environmentally and through our social value contributions. We will endeavour to enhance our communities through, fundraising, skills and employment, supporting local projects, and progression in to employment.
Enhancing local environments
Through value engineering and best practice, we will reduce our carbon emissions and waste on the ELOR project. Our targets are to achieve 95% waste diverted from landfill and less than 14TCO2/£m spend through the use of sustainable produce and practices including material reuse and green site accommodation.
Measuring Success
The ELOR staff and project understand the importance of a robust social value outcome for this project. We are committed to identifying and targeting outcomes locally, from skills and employment to volunteer days we have incorporated it all during the first two phases of ELOR. The dashboard shows how we achieved over 1.1 million pounds worth of local spend and added social value.

ELOR Community Tree Planting Days
In March we held two very successful community tree planting day. Both days were very well attended, over the two days we welcomed over 200 volunteers who help us plant 6000 trees to create a new wet woodland. We were delighted to receive help from children from four local community schools, there were representatives from 3 local community groups and charities which included The Prince’s Trust and MENCAP. Our special guest was Ava Walkley. Ava contacted us to say we was disappointed when we had to cut down trees when the ELOR advanced works began. Ava was very please to volunteer to join us and take part in the tree planting; she personally planted over 20 trees in the new wet woodland. There are numerous ecological and environmental benefits to the wet woodland, including management of rainwater run-off, creating more habitats for wildlife to thrive and helping with management of vehicle emissions. The ELOR project team would like to say a big thank you to the volunteers and everyone involved in helping us create this lasting community legacy.

You said…
Westbound traffic blocking junction of Shadwell Lane and Ring Road, due to roadworks at junction of Harrogate Road and Ring Road. A sign is urgently needed to say “USE BOTH LANES, MERGE IN TURN”. This is causing extra traffic pollution at the Shadwell Lane junction, backing up further east along Ring Road, and also on Shadwell Lane North of the Ring Road. There are more houses here. Using both lanes until traffic goes to 1 lane nearer the ring road will move traffic to an area where there are trees rather than housing and will also stop the risk of the Shadwell lane junction being blocked. If roadworks are to continue for another year, this needs resolving as a matter of urgency.
